Mr. Greenberg is one of the United
States ’ leading experts in distributed
energy resource (DER) and combined
heat and power (CHP). He has devoted
his life and career to finding ways
to deliver energy to end users in ever
cleaner and more efficient methods.
His unique blend of entrepreneurial,
public utility, private industry, and
public policy endeavors have provided
a perspective that enables him to bring
a true balance to those seeking assistance
in energy related matters .
Mr. Greenberg founded Distributed
Energy Strategies in October of 2003.
Distributed Energy Strategies mission
is to provide the energy industry's
best assistance and guidance in five
key areas: Government Affairs; Engineering,
Procurement and Construction; Operations;
Business Development; and Sales and
Marketing.
Mr. Greenberg resigned from RealEnergy,
Inc. in September of 2003 in order
to pursue interests on a broad scale
in advancing clean distributed generation
and combined heat and power as a critical
component of the nation’s energy
infrastructure.
RealEnergy was founded in January
2000, Mr. Greenberg was one of four
founders. RealEnergy, Inc. quickly
became the nation’s leading developer,
owner, and operator of distributed
generation and combined heat and power
systems for the commercial sector of
the economy. One of RealEnergy’s
first accomplishments was the installation
and operation of a 330 kilowatt solar
power system, the largest non-utility
privately owned solar system in the
US.
As Senior Energy Officer and Chief
Operating Officer, Mr. Greenberg was
responsible for government and regulatory
affairs, during his tenure he was responsible
for changing many of the regulations
and laws in California that were barriers
to the development of the DER industry.
The efforts in California continue
as have efforts and successes at the
federal level and in the Northeastern
US. Additionally, he was responsible
for the development, design, construction
and operation of RealEnergy’s
powerplants. He continues to be one
of RealEnergy’s largest individual
shareholders and consults for the company.
Mr. Greenberg was a co-founder and
managing director of Intergy, LLC,
a predecessor of RealEnergy. Intergy
was founded in 1996 to develop opportunities
created by energy industry deregulation.
The main achievement of Intergy was
the creation of Pleasanton PowerPark,
the nation’s first master metered
industrial park development.
While managing the work of Intergy,
Mr. Greenberg was also a senior consultant
with Henwood Energy Services, where
he had primary responsibility for the
firm’s distributed generation,
qualifying facility and new generation,
project development practice. At Henwood,
he published the Distributed Generation
Report, a monthly newsletter devoted
to the burgeoning opportunities in
the DER industry.
He started his career in the electric
energy and utility industry at PG&E
in 1985. At PG&E he held a variety
of positions in power plant operations,
business development, government relations,
and power contracts.
His public policy achievements include
writing key legislation in California
for the DER industry. In 2000 he drafted
the language for SB 35X that eventually
became known as the “standby
charge” exemption clause in SB
5X. This language was passed with support
of industry, business, ratepayer advocates
and the environmental community. The
bill became Section 353 of the CA Public
Utilities Code. He also drafted the
language for SB 1298, the nation’s
first emissions standard legislation
for DER. This language added Sections
41514.9 and 41514.10 to the CA Health
and Safety Code. As one of the original
members of the California Rule 21 working
group, he was responsible for shaping
many of the interconnection standards
in place today. Additional contributions
and successes include, but are not
limited to interconnection standard
development in Massachusetts, development
of DER rates with daily demand charges
for ConEd in NY, FERC NOPR interconnection
standards for small generation, and
the establishment of onsite generation
as a non-PUHCA enforcement activity
at the Securities and Exchange Commission.
Mr. Greenberg has extensive experience
dealing with government, utility, environmental,
ratepayer advocacy, and industry trade
groups within the energy sector and
can often be found speaking before
State and National organizations regarding
the restructuring of the utility industry
and the advancement of clean DER. Additionally,
he has been quoted, interviewed or
published in numerous articles in print,
online, on radio and TV. He previously
served on, the CADER Executive and
Steering Committees, Board and Executive
Committees of the Distributed Power
Coalition of America, and is a current
Executive Board Member of the US Combined
Heat and Power Association. Mr. Greenberg
has a B.S. in Business Administration
from California Polytechnic Institute.
